Property reassessment notices to be mailed in June; owners have 40 days to appeal, county says

Kevin Edwards, Director of the Lancaster County Property Assessment Office, told the Board on April 22 that reassessment notices will be mailed in June and will include the office's estimated fair market value for each property.
Edwards said property owners will have a 40-day right to appeal if they disagree with the assessed value; the burden of proof to show a different market value rests with the property owner. Commissioner Ray D'Agostino added that once reassessment is complete, tax duplicates will be generated and sent to municipalities, school districts, and the county, and each taxing authority is required by state law to adjust millage so total revenue collected does not exceed what was collected the prior year.
Commissioner Joshua G. Parsons noted reassessments occur periodically due to court decisions and explained that most taxpayers are familiar with the process; both commissioners highlighted communication and fairness based on the county's 2018 reassessment experience. Reporter Tom Lisi and Pastor Joel Saint raised questions, which were addressed by commissioners and Edwards during the meeting.
