Haley presented an enhancement grant application submitted for Our Favorite Things LLC (Ed's Bistro) to enclose a rear patio, add concrete to the front and expand seating at 102 West Main Street. She told the board the total project cost as presented was about $53,237.57 and that removing furniture, umbrellas and bases would lower the project total to $43,892.37 and reduce the grant amount to $21,946.19.
A board member raised a recurring concern that furniture and umbrellas have been previously excluded as beautification expenses; board members discussed whether the enhancement-grant policy should explicitly list ineligible items and whether a future workshop could set clearer guidelines. After discussion, the president moved to approve the enhancement grant for Ed's Bistro in an amount not to exceed $21,946.19; the motion was seconded and approved by voice vote, recorded as 7-0.
Staff noted a local-bidder preference was applied to some scopes of work and that some local contractors would be used. The applicant was present and could answer follow-up questions if needed.
