Haley told the board the county permit is the last missing approval delaying the project and noted the current project deadline is Aug. 9. The applicant was not present; staff said the applicant had to travel out of the country. Board members discussed whether price increases or reapplying would be preferable but ultimately moved to grant the extension. The motion passed 5–0.
Board members framed the extension as reasonable given interjurisdictional permitting delays: "North Broadway Street is a Harris County roadway," Haley said, explaining the permit dependency.
