Council adopts technical corrections for parking enforcement and extends short-term disability protection temporarily

Councilmember Nadeau moved emergency measures to ensure funded provisions in the Fraudulent Vehicle Tag and Parking Enforcement Modernization Act of 2024 could be implemented by DMV and DPW; she said two sections remained subject to appropriation and the temporary measure makes funded provisions applicable for timely implementation. The Council adopted the declaration and underlying bill unanimously.
Separately, Councilmember Lewis George reintroduced emergency and temporary versions of the Short Term Disability Insurance Benefit Protection Clarification Amendment Act (Bill 26-573) to ensure insurers cannot use the universal paid-leave fund as a basis for denying short-term disability payouts. "By requiring insurance companies to pay out the short term disability benefit workers and their employers pay into, we can narrow that gap and ensure district families have access to more of the paid leave they need," Lewis George said. The declaration and underlying bill were approved unanimously to avoid a coverage gap when temporary measures expire later this month.
Both emergency declarations were adopted and underlying bills passed; Councilmembers said the temporary measures ensure continuity while permanent fixes remain pending in committee.
