BLM says local ZEDO fiber surveys complete; I-80 OSEI grant offer pending signature

At the meeting Elizabeth Fuentes reported progress on two fiber-optic projects affecting the county. For the proposed ZEDO line—running from Ruby Lake to Owyhee—Fuentes said "surveys for that are complete," cultural and paleo reports are finished and biological reports are expected, after which BLM will draft a categorical exclusion.
Fuentes also updated the commission on the OSEI I-80 fiber project, describing it as a statewide corridor. She said BLM signed the NEPA categorical exclusion recently and issued a right-of-way grant offer; the proponent has not yet returned the signed grant and must complete outstanding cultural surveys before BLM will issue notices to proceed or allow construction to begin.
Commissioners asked clarifying questions about sequencing and surveys but there was no formal action; staff indicated written materials would follow when available.
