Council approves emergency to fast‑track SolarCity BID; amendment sets April 1 applicability

Councilmember Tran White introduced PR26‑496 and the SolarCity Business Improvement District Amendment Act of 2025 (Bill 20‑6559), explaining the measure authorizes establishment and administration of a BID to serve commercial corridors in Ward 8 and support small, locally owned businesses. Tran White said the urgency is to allow tax assessments to be collected in March 2026 so the BID can operate and provide services beginning in the 04/01/2026 tax year.
The Chair moved Amendment Number 2 to make explicit that the BID tax can be collected with February/March billing and that monies may be received for the tax year beginning April 1; the amendment was accepted without objection. Councilmembers noted the BID must submit documentation to the Office of Tax and Revenue by 01/31/2026 to be operational. The emergency declaration and the underlying bill as amended passed unanimously.
