The Council adopted an emergency declaration and an accompanying temporary bill to delay implementation of an expanded set of annual financial-disclosure requirements for roughly 45 boards and commissions identified by the Board of Ethics and Government Accountability.
Chair Mendelson summarized the background: BAGA adopted rulemaking adding approximately 45 bodies to annual financial disclosure requirements; the Council acted earlier in May to delay implementation while legislation is considered. The Council scheduled a Committee of the Whole hearing in January and passed the emergency declaration and temporary legislation unanimously to avoid a gap in the law while the Council completes review.
