The Council approved an emergency declaration and a companion temporary bill to clarify that Porchfest-style neighborhood music festivals are eligible for the block party permitting process.
Council Member Lewis George urged support, saying Porchfest is "community at its best" and that without action spring Porchfest events could be jeopardized. Council Member Allen offered a narrow amendment to broaden the definition to include public property abutting a resident's private property; the amendment was accepted as friendly. Members discussed DDOT's public-safety evaluations and whether multiple block-party requests in a neighborhood would be evaluated for system impacts; the sponsor and members said DDOT would consider the totality of impacts. The declaration and underlying temporary bill were approved unanimously.
