Clerk/Treasurer Kynda Browning informed the council that a utility customer who previously went through bankruptcy could not be collected against for unpaid bills; the customer returned and city staff restarted service. Councilmembers discussed whether to require a deposit for customers who have defaulted on utility bills in the past.
No formal deposit policy change was adopted at the meeting; council discussion and public comment (including remarks by Steve Haxton) will inform whether the council brings a deposit ordinance or policy back for formal consideration at a later date.
