Council hears sewer plan update: Ecology review, design timeline and funding estimate

Tekoa staff updated the council on the sewer plant planning and next steps on April 20.
Public works consultant Matt Morkert said Century West will update plans so the project can be submitted to the Washington State Department of Ecology for review. He described a two-step Ecology review process with two 60-day periods and said "it will be this fall at the earliest before the plans are approved. Then it will take a year at least to do design." Morkert said the city has been awarded design funding and estimated the design cost at roughly $1.5 million with an approximate 50/50 mix of loan and budget funding.
Morkert also discussed options for disposal—land application versus purchase of property for a lagoon—and said the plans must present both options to Ecology. The council asked about inflow and infiltration control; Morkert said Steven Thomas is working on I&I issues. Council agreed to issue an RFQ to select an engineer for upcoming projects and discussed setting deadlines for consultants to finish plans.
Next steps include finalizing plans for Ecology submission and issuing an RFQ for engineering services; council members noted Ecology's review timeline will shape the schedule for the design and construction phases.
