Select Board weighs transfer-station payment options and staffing

The Andover Select Board heard operations and billing recommendations from Transfer Station supervisor Mark Thurston, who raised equipment concerns and proposed changing the facility’s billing protocol.
"If we stop issuing credit, either they pay or take it home. I can make that work," Thurston said, arguing that eliminating post-service credit would reduce staff time spent on billing and remove mailing costs from the town budget. Chair Brian Mills said the board will "vote and discuss next week" before adopting a final protocol.
Thurston also described mechanical issues — the backhoe "is running again, not right, but running" — and noted the compactor needs a hose/manifold fix and the town may need a couple loads of gravel for shoulder grading. Town officials discussed funding the notice and billing costs from transfer-station funds if the town still chooses to send bills.
Board members also addressed a previously posted transfer-station job. Justin Thacker said he was "under the impression there was no open position," and Thurston confirmed current staffing is sufficient for now; the board took no hiring action.
