Nadeau said the change is necessary so DFHV and the Attorney General can enforce safety, licensing and insurance requirements. "Drivers need to know, and often they do not, that they could be on the hook for significant costs if they're in a crash that damages their vehicle or causes injury to other passengers," she said.
Councilmembers sought specifics on how an injured passenger could obtain recourse and whether users had been given adequate notice about the platforms' legal status. Nadeau said registration would subject operators to background checks, commercial insurance requirements and other consumer protections. The Council approved the declaration and the underlying bill unanimously.
