Council adopts temporary juvenile curfew tool amid debate over enforcement and youth services

Councilmember Pinto moved the Juvenile Curfew 2nd Emergency Amendment Act of 2025, saying the authority allowed MPD a proactive tool during the summer and helped prevent violence. "This weekend was yet another reminder of how important it is that we both invest in spaces and opportunities for all of our kids and that we empower the MPD chief to declare designated juvenile curfew zones when we have intel of planned fights," Pinto said.
The measure produced divided responses. Supporters described the curfew as a narrowly tailored, preventive tool based on operational experience; opponents warned of disproportionate enforcement, federal involvement and racial profiling. Councilmember Lewis George said expanding the curfew risked exposing youths to federal military enforcement and stressed investing in safe spaces and programs: "We are instead expanding the youth curfew, creating more opportunity for our children to face the heavy hand of federal enforcement," he said. The Council approved the declaration and the underlying bill; several members recorded no votes on the declaration and the bill as reflected in the record.
