Council approves emergency green‑housing coordination amendment to speed affordable renovations

White said he and staff had consulted DOEE, DOB and GBAC and that the language provides the flexibility needed for developers while preserving strong climate alignment. The Council approved the amendment‑in‑nature‑of‑a‑substitute and the bill as amended by voice vote; the emergency declaration was approved unanimously.
The bill requires district‑funded affordable housing to meet Enterprise Green Communities Plus standards, be all‑electric, and install rooftop solar where feasible. Supporters said the approach prevents project delays tied to regulatory uncertainty and aims to keep affordable housing production on track amid financing pressures.
