Council adopts chapter revisions to Billings 2045 but defers some implementation-matrix changes

Council considered a package of amendments to the Billings 2045 land use plan required by the Montana Land Use Planning Act. Staff said the updates provide needed background chapters, reorganize content and add recommended implementation tasks; some council members objected to adopting a set of additional strategy changes so soon after the document’s May adoption.
After a motion to reject all amendments and a substitute motion to approve chapter-level additions while preserving the original implementation matrix (chapter 7) from the May plan, council approved the substitute. Councilmembers arguing against immediate adoption said the plan had only recently been adopted and that introducing 18 new strategies (described in staff materials) without further council review risked changing the intent of the original plan. Supporters said staff had filled statutory gaps and provided supporting chapters needed for long-term implementation.
Staff said adoption of the chapter changes will allow the city to meet statutory documentation requirements and that more detailed discussion of implementation strategies can occur during regular plan review and the annual report. The council directed staff to incorporate the approved chapter changes and to defer or replicate the May implementation matrix pending additional discussion.
