Geneva County tables award of jail commissary contract after two bids received

The Geneva County Commission on June 8 reviewed two bids for the county jail commissary contract and opted to delay awarding the business to allow legal and law-enforcement review. Bids were W.L. Petrey at 47% of sales with an additional 1% donation to the Sheriff’s Youth Ranch, and Kimble’s at 46%.
"We need to make sure all items are as requested," County Attorney Phil Eldridge said as he explained the need for further review before award. Commissioner Jeff Hatcher moved to table the award so Eldridge and Sheriff Helms could examine the bids; Commissioner Bart Wilks seconded and the motion passed 3-0. The contract is scheduled to begin on September 26, 2026.
The commission record does not show which vendor will be recommended after review or any additional evaluation criteria beyond the commission’s request for attorney and sheriff review. The tabling preserves time for staff to confirm the bids meet specification and for the sheriff to review operational implications.
