Staff presented a study area on South Broadway and Little Cedar Bayou where large swaths are zoned R-3 or general commercial but remain largely vacant, wooded, and partly within flood hazard Zone AE. "This large area has been zoned high density residential R-3 since, again, 1989. It remains predominantly vacant, wooded land," Ryan Villalook said, noting limited street connectivity and narrow local streets unsuitable for high-density development.
Commissioners pointed out recent rezoning east of South Broadway that converted R-3 to R-1 and said portions south of Garfield had already been considered in prior reviews. Staff recommended moving certain R-3 tracts to R-1 and reassigning a small number of commercial parcels to low-intensity commercial or office to reflect parcel sizes and surrounding single-family neighborhoods. The commission asked staff to study reclassification to R-1 up to K Street for a specific area and to follow the standard neighborhood outreach process.
