Staff told commissioners the PUD south of McCabe Road has seen minimal development and is constrained by ownership and restrictive covenants held by the Galveston Bay Foundation. "Feasibility is further constrained by the Galveston Bay Foundation's ownership of the tract between State Highway 146 and the flood control channel. It's about a 120 something acres," Ryan Villalook said.
Commissioners discussed alternatives including large-lot zoning, R-1, or retaining PUD status to preserve a protective buffer for the nearby Shady River subdivision. One commissioner favored reclassifying the tract to a residential designation to match the future land use map, while another suggested a "large lot" option to allow estate‑type parcels rather than piecemeal SCUP approvals. The commission directed staff to include McCabe-area options in the study and to consult property owners during neighborhood outreach.
