Board members and staff discussed a draft interlocal agreement to integrate the TV district’s infrastructure into broader county public-safety and communications planning. Chair Dale said the interlocal would allow the partners to “utilize each other's resources in the best interest of County residents,” and that legal review and the county’s ordinance process would govern timing and structure.
Ken Wiley described the district’s assets — sites, towers, transmitters and right-of-way — and said joining with Elko County and 9-1-1 dispatch resources could accelerate public-safety upgrades. The board discussed that an operations addendum would specify annual resource commitments and that the interlocal is intended to be a broad legal framework with annual operations planning to allocate specific contributions. The county’s attorney process may require multiple public hearings; changes to county ordinances could take months.
Board members discussed staffing expectations: initial recommendations include hiring a communications manager and at least one full-time technician to operate and maintain the joint infrastructure. Funding sources discussed included county E-911 commitments and contributions from partners; the draft will go to legal counsel, then to the county DA and partner boards for review and approval.
Next steps: staff to circulate the first legal draft, an operations addendum, and a short two-page purpose/benefits attachment for partner review.
