La Porte planning commission directs staff to study zoning map changes and code updates

The La Porte Planning and Zoning Commission on July 16 instructed staff to study a package of zoning map changes and a possible amendment to Chapter 106 to add yacht clubs as a defined use.
Ryan Villalook, director of planning and development, told the commission the study is part of the annual review of Chapter 106, last completed in 2021, and will focus on areas where existing zoning does not match development patterns, roadway infrastructure, or the city’s future land use map. “Due to staffing constraints and staff transitions, the last comprehensive review was completed back in 2021, so our intent is to try to get back on track here with that,” Villalook said.
The motion passed by voice vote directs staff to analyze four study areas (multiple PUD tracts west of State Highway 146, the McCabe corridor, parcels along South Broadway, and the Houston Yacht Club) and to conduct neighborhood meetings with adjacent property owners before bringing formal public hearings to Planning & Zoning and then City Council. Chair noted the directive is to begin staff analysis and outreach rather than to adopt zoning changes immediately. The commission also asked staff to consider a text amendment so yacht clubs and marinas are explicitly listed in the code, which could reduce routine SCUP requirements for those uses.
The next procedural steps are neighborhood meetings, revisions to staff recommendations based on public input, a formal public hearing at Planning & Zoning, and eventual City Council consideration.
