Council approves special conditional use permit for pet grooming at West Fairmont Parkway

Planning staff described the proposal as a low-volume, appointment‑based grooming salon that will provide retail pet supplies and “individualized grooming, related pet care services, and a controlled indoor environment,” with operations limited to roughly three or four dogs on-site at any given time and no overnight boarding. The Planning & Zoning Commission recommended approval on June 18 by a 9–0 vote. Staff said mitigation measures include regular sanitation practices and restrictions on dogs that exhibit persistent barking.
After opening and closing the public hearing (no members of the public opposed at the hearing), a council member moved to adopt SCUP number 2026-0004 and the motion carried. The ordinance text (Ordinance 2026-5053) authorizes the use under NAICS 812910 within the neighborhood commercial zoning district on approximately 0.91 acres at the listed address. The council also noted that retail sales at the property are allowed by right and that the scope before the council covers grooming operations only.
The ordinance becomes effective per the city’s standard effective date language. Staff said inspections and ongoing sanitation requirements will be used to reduce impacts to adjacent tenants and neighbors.
