Council denies request to extend high-frequency truck route after safety concerns

Staff explained the designation governs where five heavy-truck NAICS categories may be located and noted the subject parcel includes preexisting nonconforming truck-yard uses that could continue but could not be intensified without coming into compliance.
Multiple residents and council members expressed safety and capacity concerns at the nearby 16th Street and Spencer Highway intersection, describing heavy-truck queuing and difficult turning movements. Councilmember Garrett said he sees trucks "stacked up, 5 and 6 deep" and worried additional designation would push trucks into smaller streets. After public comment and council discussion, Councilmember (motion-maker) moved to deny the request for the high-frequency truck route; the motion to deny passed on a council vote.
