County holds public hearing on clerk's archive plan, staff say fund dedicated for preservation

The Kendall County Commissioners Court opened a public hearing June 25 on the county clerk's plan to preserve and place historic records online.
County Clerk Denise said the office charges a $10 fee on most instruments to a dedicated archive fund and is using that revenue to digitize, bind and digitize long-running records. "We do this every year ... we use that money to do that," Denise said, outlining work currently focused on mid-20th-century records and plans to continue back through the 19th century. She told the court she expects the multi-year project to continue in phases and aims to have most records available online within several years.
Budget staff told commissioners the archive receipts post to Fund 26 and that fund had a balance of about $654,000 dedicated specifically for records preservation. A representative explained that all expenditures for the clerk's archiving plan must be budgeted from Fund 26 and not the general fund. "All the money that she brings in in that $10 fee goes into fund 26 revenue, and all the expenditures for this specific archiving plan comes out of fund 26," the staff member said.
The court discussed whether a signed order was required at the hearing and clarified that the current item is a public hearing and that formal budget adoption occurs later. The judge closed the hearing and moved into the FY27 budget workshop, directing staff to include the clerk's plan and the precise line items for any capital outlay in Round 2 budget materials.
