Drainage board approves multiple encroachments for utilities, senior housing and commercial projects

At its Feb. 19 meeting the Allen County Drainage Board approved a series of encroachment petitions allowing utility and development work within drainage easements, many with conditions aimed at preserving maintenance access.
The board approved NIPSCO’s petition to remove an aerial gas line and install 329 feet of 6‑inch PMMP via directional bore in New Haven right‑of‑way; the approval included a minimum boring depth requirement (at least 5 feet below the lowest ditch grade or 3 feet below tile). The board also approved an encroachment for Best Life Now Senior Living on Till Road within the Huguenard No.2 easement, and a petition from Hatchworks LLC for four temporary air bridges over the Adams Drain with clearances of 1 to 4 feet above the drain; silt and tree fences run approximately 8.5 feet from centerline. A petition from Cedar Farm East LLC for a commercial building 30 feet from top of bank and parking within 15 feet of the top of bank was approved with a note that proposed drive/parking will be used for ditch maintenance access.
ACSO staff recommended approval on these items and motions by Ron Turpin, seconded by Rich Beck, carried for each petition. The minutes record conditions attached where noted in the petition descriptions.
