Councilmembers asked about enforcement logistics and whether the ordinance would authorize seizure or compensation for equipment. Amy and other staff clarified the proposal does not add equipment confiscation or compensation provisions; it instead allows code enforcement to handle daytime complaints and gives police the authority to issue tickets for after-hours violations. Nathan Semp asked whether police would follow through on enforcement when staffing is low; staff said daytime code enforcement will handle routine issues while police would be able to cite after 5 p.m.
Councilmembers also asked whether the ordinance would create additional licensing barriers for vendors. Amy said required permits mirror existing city licensing and that the draft does not add new substantive licensing requirements. The council did not take a final vote on the ordinance at this meeting; staff indicated the item may return for formal action after any additional legal review and refinement.
