City staff presents 2026 emergency plan; exercise scheduled for September

Sean, a city staff member, presented the 2026 Comprehensive Emergency Management Plan (CEMP) and said the document is an annex to the Snohomish County emergency management plan and required under the city’s interlocal agreement with the county.
"The purpose of the plan is to document the general hazards specific to the city of Arlington, define roles and responsibilities for preparedness, response, recovery, and the emergency operations center," Sean said, adding the plan lists agreements, buildings, vehicles and equipment so the city can identify what it has and what it needs in an emergency. He said training notes and updates will be captured during exercises.
Councilmembers praised the resource list and asked about exercises to test the plan. Councilmember Tim Abrahamson said he appreciated the detail on facility lists and resources. Sean said the city’s GIS group has developed community lifelines and windshield-survey tools and that staff plan to run an exercise in September to practice grids, field reporting and data transfer to Snohomish County.
The presentation identified several next steps: update memoranda of understanding with partner agencies, complete resource inventories, and hold the September field exercise to validate procedures. No formal action was taken at the workshop stage; the item will return as staff completes the MOUs and exercise.
