Residents raise concerns about council civility, transparency and a federal enforcement file

At the personal‑appearance portion of the meeting, Michelle Mattern urged the council to prioritize respectful public dialogue and transparency and asked specific budget questions about easements related to Markey Road and how those costs would be funded.

"Fiscal responsibility means understanding not only what we're spending but also where that money is coming from," Mattern said, urging council members to represent constituents openly and to ask staff the difficult questions when needed. She also said citizens who do not have an opportunity to speak directly to the council make it more important that elected members exercise oversight.

Later, Steven Vaca returned to the dais to press two central requests: (1) produce any written city standard that governs mayoral approval of personal appearances and the criteria applied when the mayor approves or denies a request to speak; and (2) produce documents verifying required environmental consultations related to the North Cass Parkway extension. He told the council the U.S. Army Corps of Engineers has assigned enforcement file NWK2026‑00350 to that project and asked staff to show a completed Section 7 consultation with the U.S. Fish and Wildlife Service or written confirmation that the Corps file is closed.

"Produce the policy. Tonight or at the next meeting, show me the document," Vaca said, adding that if the records exist he would publicly retract his criticism, but if they do not exist, the city may have appropriated funds for a project that cannot legally proceed. Council and staff did not produce those documents at the meeting and agreed to follow up.
