Staff said proposed updates would require submission materials for development agreements, mandate traffic impact analyses and downstream stormwater analyses, add development phasing and completion timelines, strengthen public-notice procedures, create procedures for major modifications and corrective actions, implement annual compliance reviews, and include zone and reversion provisions for expired or materially breached agreements. Staff also said appendices, checklists and public-notice templates were updated to match state law and streamline review.
A commissioner moved to approve initiating the ordinance updates; the motion carried. Staff said a standard operating procedure was created to clarify DA processing, given an influx of development agreements in recent months.
