At a budget workshop during the June 8 meeting, the court reviewed an estimated 2026 taxable value from the Hemphill County Appraisal District of $1,032,842,296, a decrease of roughly $105.2 million from the prior year. The minutes note that the reduction in taxable value will decrease tax revenue if the current tax rate is retained.
Commissioners discussed options to address the revenue shortfall while preparing the proposed 2026–2027 county budget. Topics on the table included employee raises, possible changes to the county's Texas County & District Retirement System (TCDRS) contribution rate, anticipated increases in health insurance costs, departmental budget requests, elimination of one position at the Recreation Complex, repairs to the Sheriff's Office dome and exterior stonework, and possible adjustments between Road and Bridge and Maintenance and Operations tax rates.
