Staff said the rezoning is consistent with the comprehensive plan and redevelopment character-area map. Planning staff also reported the Planning & Zoning Board approved the request 3–2 on July 20.
Commissioners asked about the practical difference between neighborhood business and planned commercial zoning and were told planned commercial gives more permitted uses; staff confirmed the rezoning would remain until an owner chose to rezone again. Commissioner Ward moved to approve; Commissioner Murray seconded and the vote on the record was unanimous.
The rezoning restores commercial potential to a property damaged in 2023 and could facilitate small-scale neighborhood businesses; any future development will need to meet building, fire and site-access requirements enforced by planning staff.
