Commission approves special-use permit for church at 450 Carver Road with occupational-tax condition

The Griffin Board of Commissioners voted 7–0 on July 28 to grant a special-use permit for a place of assembly at 450 Carver Road, subject to a condition requiring the applicant to annually obtain an occupational tax certificate from the city.
Director of Planning and Development Michelle Haines explained the application by Mark Emerson, who seeks to establish a second church at the site. Haines told the board the parcel is 7 acres in the planned industrial development zoning district; staff concluded the application met the requirements in the Unified Development Code (Article 7.21 F) for a place of assembly and recommended conditional approval. The Planning & Zoning Board had voted 3–0 to approve the special use at its July 20 meeting.
No members of the public signed up to speak for or against the application. Commissioner Murray made the motion to approve, Commissioner Ryan seconded, and the vote was 7–0 on the record. A board member asked clarifying questions about site access; staff confirmed the proposed entrance is on Carver Road.
The approval includes the annual occupational-tax requirement; because the use is nonprofit there is no fee but an application must be on file. Any operational issues or complaints about the church’s use of the site would return to the commission or planning staff for enforcement of applicable ordinances.
