Council votes to reject splash-pad bids and rebid after pump and scope issues

"They were to go back and take a look and revise their proposal if needed and come back to us," a staff member said, summarizing the contractor follow-up. Board members pressed staff on durability and safety trade-offs between rubberized surfacing and tinted concrete; some members said tinted, colored concrete would be more durable though concrete can chip over time.
Board members also discussed a competing bidder, JCR, whose proposal the board characterized as offering "much more" — roughly double the fixtures and a larger layout at similar or better pricing. Several members said waiting about a month for rebidding could produce a superior product. Following the discussion, the board voted to reject all current bids and reissue the RFP, with a 30‑day rebid period and staff directed to expedite the advertisement and return with updated bids.
