Staff finds gaps between 325 West Hopkins design and preservation guidelines

Historic preservation staff told the commission that multiple guidelines (reconstruction accuracy, distinguishing old from new, materials, fenestration and scale) were not met in the applicants' conceptual design and recommended continuing the review to allow redesign.
Stewart, the commission’s staff reviewer, presented a guideline-by-guideline analysis of the 325 West Hopkins proposal and identified specific concerns the board should consider before final action. He said Sanborn maps and historic photographs are useful but must be weighed together; based on photo overlays and historic evidence staff judged the proposed rear reconstruction is smaller in proportion than the historic addition and that window sizing and placement do not match the pictorial record.
Stewart recommended the commission continue the application to allow the applicants to address guideline 6.4 (repairs and replacement based on physical or pictorial evidence), 10.3/10.6 (new additions must allow interpretation of the primary building and be recognizable as of their own time), and 11.3/11.6 (scale and form standards for new construction). Staff also noted elements such as front-porch downspout placement and a complex material palette on the new building as items applicants should refine.
