Gail Schwartz said Habitat has built about $32 million of housing in the region, delivered 68 homes since 2001 and currently has roughly 20 homes under construction. Citing the Salt Vista example, she said homeowners in a net-zero development could pay as little as $14 per month for utilities (excluding water) and argued that combining net-zero design and affordable mortgages produces long-term affordability. Habitat said it restricts units in perpetuity and uses HOAs and reserve studies to maintain building quality over time.
