Commissioners approve Bethel Township rezoning to allow salon and lot expansion

The Board of Clark County Commissioners voted unanimously March 18 to approve rezoning case Z-2026-01, changing roughly 0.67 acres in Bethel Township from B-2 (Community Business) to B-3 (General Business). Planner Stephanie Dunlap told the board staff recommended approval "to rezone from B-2 to B-3 with a variance for the front setback" for the existing building and a rear-setback variance for the building on the west.
Dunlap said the applicants combined the properties for Z-2026-01 and Z-2026-02 and presented a site plan showing a proposed parking area. She told the board the parcel lines are approximate while the county GIS updates and that the CONNECT Land Use Plan classifies the parcels as Rural Agricultural and Mixed Use — Low Intensity. She said the health department requires site approval (including locating well or septic), the county Engineer must sign off on a stormwater and site plan, and ODOT must approve driveway and stormwater outlet work. Planning Commission and the Rural Zoning Commission recommended approval as presented.
Commissioner Charles A. Patterson moved to approve the rezoning; Commissioner Richard L. Lohnes seconded. The roll call vote was: Lohnes, Yes; Patterson, Yes; Rittenhouse, Yes. Staff noted a fence will be required between the salon and the car lot and that the applicant must complete the health, stormwater and Engineer reviews before site development proceeds.
