During the Feb. 25 meeting, Kendall Draney briefed the Technical Advisory Committee on recent changes to Buy America/Build America requirements that govern procurement on federally funded transportation projects. He told the committee that there is no longer a waiver for manufactured goods and reviewed examples and related provisions to help project sponsors understand compliance implications.
Draney's presentation was framed as informational: staff summarized the change in federal requirements and discussed how procurement practices and project specifications may need adjustment. Committee members were provided the background to assess potential impacts during TIP programming and project design phases.
