The fire chief's written request—read into the record by Walters—cited a firefighter on approved family and medical leave, reliance on part-time staff and overtime to maintain minimum staffing levels, and operations below NFPA guidance. Committee members debated timing, fiscal policy and whether using reserve or one-time funds for wages is appropriate. A motion to approve the fire transfer failed on a roll call vote, 3–2.
The police department's request was presented as a response to an unexpected officer resignation that increased overtime costs. Police Chief Benner explained the department is filling shifts with overtime and agreed to provide additional detail on recent departures and projected overtime costs. The committee held the police request for resubmission and did not vote.
