Parish President Mitch Oseron described the work as extensive: windows will be reworked, HVAC fully replaced (moving to mini‑split style), the electrical system relocated from the basement to the exterior, removal of a large penthouse vent, exterior refurbishment and landscaping. Oseron said the contractor estimated a 12‑month construction timeline while the contract allows 18 months for delivery; he added the parish will closely monitor the contractor's performance. FEMA has been engaged on the project and approved the proceeding to bid once historical‑preservation signoffs were obtained.
Council members asked about change orders and historical challenges of working on older buildings; administration acknowledged likely change orders but said they will require justification and close oversight. The motion to accept the low bid passed 8‑0 with one absence.
