Elk County elects Hendricks chairman, adopts administrative calendar and resolutions

At its Jan. 12 organizational meeting the Elk County Board of Commissioners elected Doug Hendricks chair for 2026 and approved administrative items including the county newspaper, holiday and meeting calendars, GAAP Resolution #26-01 and authorized banking signatories. All motions were unanimous.
The Elk County Board of Commissioners elected Doug Hendricks as chairman for 2026 and approved a package of routine administrative items during the Jan. 12 organizational meeting.
Commissioner Jake Liebau moved and Commissioner Perry Russell seconded a motion to elect Doug Hendricks as chairman; the vote was recorded as "Motion carried 3-0." The board then appointed Kandy Dowell as the county health officer and designated the Prairie Star as the official county newspaper for 2026. The commission adopted the 2026 holiday schedule and set 2026 meeting, payroll and warrant dates to be posted on the county website.
The board retained Rachel Ware as the county Investment Officer and adopted GAAP Resolution #26-01, exempting Elk County from the provisions of KSA 75-1120a. The commission also set meal reimbursement at $15 per meal and $30 per day, and approved authorized users for bank signature cards at Howard State Bank and the Bank of Commerce (Rachel Ware, Jessica Kessler, Kerry Harrod, Kristina Kraft, Stefni Hebb, Malarie Chamberlain and Doug Hendricks). All organizational motions carried 3-0.
The actions were procedural and intended to establish the county's administrative and financial framework for the year. The board recessed the organizational meeting at 1:08 p.m. and immediately convened the regular meeting.
