Elk County commissioners approved merit increases for three non-elected county employees following consecutive executive sessions on Feb. 23, 2026.
Commissioner Perry Russell moved and Commissioner Jake Liebau seconded the board's action to approve a merit increase for Stefni Hebb from $19.33 per hour to $20.03 per hour and for Malarie Chamberlain from $16.85 per hour to $17.55 per hour; both motions carried 3-0. Later the board recessed again for an employee review with Community Development Director Diane Cucar present; upon return the board approved raising Cucar’s hourly rate from $20.56 to $21.56, increased her maximum weekly hours to 30, and enrolled her in KPERS. The motions were recorded as carried 3-0.
The sessions were announced as executive sessions for non-elected personnel and included County Counselor Paul Dean; the board recorded no other on-the-record actions from the closed discussions. The approved raises and the KPERS enrollment are the formal personnel actions reflected in the minutes and will affect payroll and benefits administration going forward.
