Administrator Rindy presented a plan‑commission recommendation to allow projecting signs in the historic preservation overlay, subject to design limits and a conditional‑use permit process.
“This has been in consideration for quite some time,” Rindy said, describing the proposed standard: projecting signs would be allowed if they are historical in character, do not project more than 6 feet into the right‑of‑way, maintain clearance over sidewalks/driveways/alleys, and do not exceed 70 square feet in area. Rindy noted a conditional use permit is required and applications would be reviewed by the Historic Preservation Committee and the Plan Commission, each with opportunity for public comment.
A committee member clarified the amendment covers physical projecting signs — not projection screens — and Rindy referenced existing historic examples such as the Eugene hotel sign and Amy's Corner Cafe. The committee moved, seconded and voted to forward the amendment to Common Council; the recommendation will follow the same public‑hearing process as other zoning text amendments.
