Kingsburg board adopts 2025-26 budget and LCAP; Education Protection Account allocation set at $2.75 million

The Kingsburg Joint Union High School District Board of Trustees on June 23 adopted the 2025-26 budget and approved the Local Control Accountability Plan (LCAP) and Every Student Succeeds Act federal addendum. The board also passed Resolution R21-2425, stating that the district's Education Protection Account (EPA) entitlement for 2025-26 is $2,750,476.00 and that those funds will be used to cover salary, benefits and supplies for non-administrative staff.
Board members approved the budget (M272-2425), the LCAP and the ESSA addendum on 3-0 votes. The EPA resolution was described in the meeting materials as directing state-provided Section 36 Article XIII funds to the uses required by statute and local policy; the minutes record the district's $2,750,476 entitlement figure for 2025-26.
Superintendent Dr. Ryan Phelan noted the Master Plan Steering Committee has finalized a priority list to present to the board next month; that planning work will inform how the district aligns capital and operational plans with the approved budget and LCAP. Principal Heather Wilson, during her report, said, "The 2024-2025 school year ended successfully. It was a good year!" and reported about 450 students in summer school.
The minutes show each of these fiscal and accountability items passed on 3-0 votes with two trustees absent. The board did not record further conditions on how the EPA funds will be apportioned beyond the resolution language in the supporting documents.
