Clark County Adopts Series of Administrative Resolutions: Newspaper, Bank, Burial Policy, Election Pay and Fees

The board approved a package of administrative resolutions on Jan. 6. Resolution 1-26 designated the Clark County Courier as the official county newspaper for 2026 under Chapter 7-18, Sec. 3 SDCL. Resolution 2-26 named Dacotah Bank, Clark Branch, as the county depository for 2026. Both actions passed unanimously with "All voting aye. Motion carried."
The board also adopted Resolution 03-26 to set policy and payment schedules for indigent burials for 2026 pursuant to SDCL 28-17-4; the policy is filed as Appendix A in the Auditor’s office. Resolution 4-26 set election superintendent and deputy pay at "$16.00 per hour" for election day and "$25.00" for training sessions and established a $50 per election fee for polling-place use. Resolution 5-26 approved a comprehensive fee schedule (examples: building permits $100 plus $1 per $1,000 valuation; conditional use permit $300; overwidth permits $1,000 for loads over 20 feet wide per trip). Resolution 6-26 reappointed Terry Schlagel to the Clark County Housing and Redevelopment Commission for a five-year term.
