Aiken County Council adopts FY2027 budget after amendments; one member opposes

Aiken County Council adopted the county’s FY2027 operating, capital and debt service budget on third reading at its June 16 meeting after approving three budget amendments proposed by Councilwoman Sandy Haskell.
Councilman Danny Feagin moved to adopt the ordinance on third reading. Haskell’s three amendments — described in the meeting documents as Amendment #1 (adjustments to the General Fund), Amendment #2 (adjustments to other funds) and Amendment #3 (adjustments to the PSA) — were each approved unanimously after motions and seconds on the floor. The main budget ordinance was then adopted on third reading; the minutes record an 8-1 vote with Councilman Feagin opposed.
Council also considered a separate amendment to reduce the Midland Valley unimproved-land fire fee from $25 to $0. That amendment was put to a roll call and the minutes state the motion “failed with a 5-4 vote.” The minutes list Councilmen Feagin, Napier, Councilwoman Hightower and Chairman Bunker as voting in opposition to the fee reduction; the minutes contain inconsistent details about the vote tally (see audit).
