Council clears ballot language to remove residency requirement for emergency management director

Supporters said removing the residency requirement would expand the candidate pool so the council could appoint the most qualified person; opponents said they preferred local knowledge. The council approved the explanatory language and the motion by voice vote; the transcript records the motion and vocal assent but not a roll-call tally.
