Commission recommends General Plan amendment and conditioned zone change for T‑149 to Agricultural

The Planning Commission voted 5-0 to recommend that the City Council approve a General Plan amendment to change Tax ID T-149’s Future Land Use designation from Residential to Agricultural, and separately recommended the associated zone change from R‑1‑20 to A‑0.5 conditioned upon Council action on the General Plan amendment.
Emily Teaters introduced the application and explained how an Agricultural designation could allow open‑space and agricultural uses and certain large‑lot residential options. Applicant Nolan Pearson spoke and answered questions from commissioners about possible uses including a riding arena and mitigation for lighting and dust; commissioners discussed how zoning and plan language would constrain future development. Commissioner Angela Harrison moved to recommend the zone change conditioned on the General Plan amendment; the motion carried 5-0.
The recommendation package will be forwarded to the City Council for legislative action, and any final zoning change will be dependent on Council approval of the General Plan amendment.
