The Toquerville Planning Commission voted 5-0 on May 13 to grant conditional approval of the Preliminary Plat for phases one through three of Residential Planning Area 11 within the Firelight MPDO, with the approval explicitly preconditioned on an approved hillside development permit and the developer purchasing the land.
Planning and zoning administrator Emily Teaters summarized the submitted application and draft plat and told commissioners that any motion should be conditioned on a hillside development permit. Developer representatives Adam Allen and Stephen Wood answered questions about infrastructure and site controls; Allen clarified that “the lots adjacent to Sunset Avenue will be one‑half acre in size.” Attorney Bruce Jenkins addressed a power easement agreement that must be considered as the plat moves toward final approval.
Commissioner Lonnie Christensen moved that the Planning Commission, acting as the land‑use authority, grant conditional approval finding the application complete under relevant subdivision policy and conditioned on hillside-permit approval and land purchase. Commissioner Mila Allinson seconded the motion; the vote carried 5-0.
During the public hearing portion, Kelly Schroeder asked which phases would be adjacent to Sunset Avenue and Bruce Mackay raised concerns about equipment on city streets and the need for secondary access. The commission closed the public hearing and directed staff to ensure the hillside permit and easement issues are resolved before final plat approval.
