The development agreement was heard together with the pre‑annexation request. Commissioners questioned project density, a nightly‑rental concept referenced by the applicant, access to the site and water provisions. Attorney Kayla Gothard and applicant representative Aaron Tilton discussed prior county approvals and water‑efficiency commitments in the related Washington County agreement. After discussion, Commissioner Angela Harrison moved and Commissioner Glenn Leavitt seconded tabling the development agreement until applicants provide access details, environmental review, 'will‑serve' letters, PID documentation, corrected redline language, and other materials. The motion passed 5‑0. No members of the public spoke during the public hearing on the development agreement.
