Council finds Firelight MPDO modifications are material, directs staff to proceed

Planning & Zoning Administrator Emily Teaters introduced the item, explaining that the agreement requires Council review to determine whether requested changes rise to the level of material modifications. After brief council discussion, Councilwoman Jenny Chamberlain moved to find the modifications material and to direct staff to process the application; the motion passed 4-0.
The decision means the application will proceed through the formal application and public review pathway rather than being handled administratively. The Council did not adopt or deny any specific modification at this meeting; the vote only directed staff to treat the submission as requiring formal review.
