Anna Montoya, the city’s finance director, told the Council staff wanted to reserve $4 million for future Fitness Center improvements and said the capital package scope will be the subject of a dedicated future work session. She stressed that at the current meeting staff were only covering operating expenses and that the $4 million is an earmark for potential capital work, to be funded from reserves as a one-time expense.
On operations, Montoya said Fitness Center revenues and expenses are largely flat with an approximate 1.2% increase year over year, and that the General Fund subsidy remains roughly 35% of operating costs—consistent with prior years. She noted operating increases are driven by utilities and rising credit-card processing fees tied to increased electronic registrations. Council members asked for more detail on project scope and financing before staff return with a formal capital proposal.
